Does anyone know how to get rid of the silent notifications bar or why it's there?

probably a bug mine doesn't show all the time. It will come up if you have your keyboard open though

it shows up when notifications you've silenced are in the notification shade...

This is one of new features of Android 10. Apps delivering silent alerts do not have any visual or vibration alert but will show under “Silent notifications” . To change the settings for an app please navigate to settings -> notifications -> See All ->  "App name" -> Turn off silent notifications for the app.
