allow changing grid layout of quick panel again

I miss being able to choose a 5x5 layout on my quick panel instead of having 4x5 shoved down my throat

I see mine as 4x4. but I agree. I liked when it was 3x3 so it wasn't as cluttered or having the ability to configure
