Galaxy Tab A9+ attempting to tether to my phone (for internet access on tablet)

I have a Samsung Galaxy S23 phone.  I have a Galaxy Tab A9+.  I would like to tether via the usb cable using the internet access of the phone to get internet access with the tablet.  WiFi is restricted where I want to do this and is absolutely not an option.  I have used bluetooth for tablet internet access (connecting to the phone).  The bluetooth method seems very slow.  Dumbing down the resolution of youtube, for example,  helps some but it isn't good.  

How does one tether to the tablet.  I have turned on "USBtethering" to "ON" on the phone (slide switch to the right).  It indicates "tethered".  On the tablet, USB tethering is grayed out adn it says "no USB devices connected".  

The "help" on the phone indicates: "To turn on USB tethering, you must have the Smartphone Mobile Hotspot service added to your payment plan."  I called T-Mobile and I do have that on.  ...and Wifi hotspot works fine.  Wifi would actually be optimal, except the area I want to do this absolutely disallows wifi.  

Can I get help in getting USB tethering from my S23 phone to my A9+ tablet?
