I am able to do it on my galaxy phone (One ui 6.1) via keys cafe (keys cafe app ver. 1.6.01.11). when i downloaded keys cafe and create a custom keyboard there is a pre-existing colemak layout that I simply modified and saved. however it does not show on the keys cafe in my galaxy tab s9 (one ui 6.1.1; keys cafe app 1.6.01.11).
