Thank you rx15, for letting us know about your Samsung Galaxy Tab S7 having inconsistent issues with dark mode in task bar.

Follow these easy steps to troubleshoot and solve your device's problems.

A) First, ensure that your device is up-to-date with the latest Software updates.

Settings > About Phone > Software Updates > Download and Install > Follow On-screen instructions.

B) Adjust Color in Samsung Notes Settings.

Step 1. Navigate to Samsung Notes Settings menu.

Step 2. Tap Page style and template, you have the option adjust color in dark mode turned on.

Step 3. In the color tab you should see the transparent background option on the top row, first one on the left side.

That's the only way I've been able to create new notes with a dark background and light gray font color.

Notes : If you're settings the background color to black, the app will change the font color to dark dark grey. The default color for all new notes.

The original default background color is transparent with a slightly gray font or white.

Yes but what I want is to keep the dark mode in the taskbar and title bar at the same time keep my page color white. I can't do that, if i follow your solution it forces me to use black paper.
