yes it does. but you have to use the Google messages app and not the default Samsung message app.
Tips
It is built in the the stock messaging app on the S10 so you do not have to use Google messages. I use the stock app on my S10 and my wife uses the stock messaging app on her LG G8 and it works just fine. Just go into the settings for the stock messaging app and it will be under chat settings. At least that is where it is on my T-Mobile variant

truckdewdlarry my fiance and I had it with my Samsung and his LG phone on both our stock SMS apps when messaging each other on TMobile. however, neither of us noticed RCS style messaging with other people. I believe that's why one needs to use Google messages as it's now universally available to everyone despite phone model or carrier.

Samsung RCS supposedly only sends to other Samsung phones. everyone is using a different RCS profile so some can connect and some won't.i have a unlocked S10+ on TMobile and RCS wasn't working at all and the **bleep** didn't work either. but now a GSMA Universal profile update is making it way to everyone. those that forced RCS on will be updated to the official way. RCS chat works for me now.
