Install SetEdit app -> "csc_pref_camera_forced_shutter sound_key
-> Edit Value -> Edit Setting -> 1 -> 0 -> Save Changes.

If you bought your phone in korea there is no way you can fix it by simply adjusting the settings. Unagreed recordings are strictly regulated here and therefore shutter sound is inevictable in any phones sold in korea (even in iphone). Still, you can download a camera app that kills shutter sound and that would help.

Among the camera apps, go to Settings and there is a menu to turn off / on the shutter sound.
