BixbyHi @bokitybokbok, from what you have described, I would recommend sending an error report through the Samsung Members app so that our team can take a look into the issue remotely.
To send an error report: go into Samsung Members > tap on Get help > scroll down to Error Reports > tap OK on the agreement popup for sending system log data > select the issue category > describe the issue and frequency > tick ‘send system log data’ > tap send in the top right.
Please make sure that you keep Samsung Members open after you send the error report, as it takes some time for log data to send through.
It is recommend that you send these error reports within 3 minutes of the issue occurring to assist in identifying any potential deviations in your device performance.
Once it has been assessed by our team, you will receive a response via the Samsung Members app which can be viewed by clicking the notification bell.

BixbyFound a solution but it might stop other android notifications too.
To stop unlock secure folder notification from showing up when you restart the phone without uninstalling the app, follow the steps below:
1. Go to Phone Settings(Normal one, not secure folder) -> Notifications -> Android System
1.1 If you can't find Android System app in notifications, click More -> Click 3 dots from top right -> and Click Show System Apps
1.2 It's the 'Android System' app without any orange rings at the bottom of the icon, if you have dual apps enabled.
2. After clicking On Android System -> Notification Categories -> Turn off Alerts
2.1 If Alerts is greyed out, try turning on/off other notification categories or opening alerts or other categories and see if it opens. Seems like a bug but sometimes it just takes a while to be ungreyed Last, try openning another app and come back.
3. If you have successfully disabled alerts, you can now restart and hopefully you shouldn't get the unlock secure folder notification.
Cheers
