Community GuidelinesThere is no guideline or notice on top to use community. Is that any reason to block em or something?
and also there is no change option of country or region in setting.

Please note that your Samsung Account is registered to the country where you initially set it up. To change the country of your Samsung Account, first delete your Samsung Account, then set up a new Samsung Account. You will also need to remove the old Samsung Account from your device, then set up the new Samsung Account on your device.
If you wish to to delete your Samsung Account, please follow the steps:
1. Go to "Settings", then tap "Accounts and backup" or "Cloud and accounts".
2. Tap "Accounts".
3. Choose the account you would like to remove.
4. Tap "Personal info".
5. Tap the More options icon. Tap "Remove account", then tap "Remove".
6. Enter your Samsung Account password, then tap "Done" to remove the account from your device.
7. Your chosen account will now be removed.
