Do not disturb icon placement

Why is the Do Not Disturb icon in the third row when I drag down from the top of the screen? Flight mode is in the top row. I use Do Not Disturb every day and flight mode only on flights. This is ridiculous. How can I move these icons that are in a stupid order?

Try;

1. Swipe down twice to fully expand Quick Settings
2. Tap the 3-dot menu (⋮) or pencil/edit icon (top right)
3. Hold & Drag the Do Not Disturb icon to your preferred position in the top rows
4. Tap Done or Save
