Does anyone know what this is?

It's a legit system app, and is related to the nano sim and depending on your phone, there might be a 2nd version of it for esim.

From the looks of the permissions it might be to show you if there's problems reading/connecting to the sims carrier, and possibly to read/manage the currently installed sim

That one is for your e-sim, and assuming your using a physical sim that will be useless untill you download one. It will also just open the same useless requests, also on that note a request for news and stuff the sim provider would get info about sports and send those important news to you by a text so you don't miss out on any of your favourite things
