So it's day #4, unable to make outgoing calls still!!.
I've had numerous contact with My Service Provider and even went into Their store. Still Unable to resolve or work out why this is the case. Everything else works, incoming, txt, internet ect..
It's just My Outgoing Calls immediately hanging up after dial tone for ALL contacts! They changed My sim (x3), I've reset My Network and factory settings and still Not working. 
Other sim's work fine on this phone. My sim card apparently does the same on different device too.
Any suggestions Please Guys?

Is your airplane mode turned off? Or maybe you can reset your wi-fi settings

go to phone dialer & on the top right hit the 3 dots , go to call settings , scroll down to supplementry services and check if the call baring is turned on for some reason

alternatively you can also try : Go to Settings > Applications >Settings > Call > Additional Settings > Caller ID > make sure "Network default" is selected.

Have you tried going into the dialer settings and clearing the cache?


one more solution which was posted by a member earlier on another post

Easiest way is to press and hold the dialer icon, and from the pop-up menu, tap on the "i" then scroll down to Storage and tap clear cache.

Hi @men4, are you able to boot the device into Safe Mode and see if you are able to make calls? 

To do this:

If you are still unable to while in safe mode, I suggest sending an error report via the Samsung Members app for this to be investigated. Error reports are sent to our team to identify any deviations in your device performance, once analysed, our team will get back to you with a response to advise further. 

To send an error report:

Samsung Members > Get help > Error reports > select issue category > describe issue and frequency > Tick ‘send system log data’ > Send in top right.

Tell your provider the it's defective, (there is always a 30 day cooling off period or service is unfit). You cannot make calls!!

So get a new contract with a new phone and keep your number.
Maybe skip the smartswich option.
