I recently had the charging port replaced.

When I turned phone back on there is what looks like a floating with 3 app icons on its. If I click on the apps nothing happens. I worked out how to get the screen shot. You can the toolbar that I am talking about.
Any assistance is apprrc

Have you tŕied just flicking them off to the left side of the screen.

Seeing this made me think, there are only a few programs that have access to appear on top by default... And I think I have your solution
You've somehow enabled an accessibility feature called the "Accessibility Button"
Search for it in your settings, and follow along in my screenshots, you should see a way to disable it by making your selection say 'None' (0 items ticked on the list) or by hitting 'Reset'
