It's not released yet. Not here, not in any part of the world. Only beta versions are released. These can have bugs that can hinder useability. It's targeted towards developers, tech reviewers or those with multiple devices on hand.
It's just in beta right now. Only a handful of devices have it. Samsung isn't participating in Google's beta stage but will conduct its own when One UI 4 arrives. For the features, you can further read them here. And no, not all smartphones can have it, technically.
