So whenever my phone screen turn off, there will be a black and white noise or dots like in the tv, that will last for about 15 to 20 seconds. And when i open my screen on. It will take 5 seconds to turn on. Maybe someone can help me???

Maybe a bug kindly try doing a clear cache partition via recoverymode To you're phone.

Great Samsung morning! You may try to put your device on 'Safe Mode'; 

  1.  Press the Power button and select Restart.
