Why can't my samsung a73 5g use expert raw. I'm on One ui 5.1.

Likely a hardware limitation on your device I'm afraid.

Samsung is only supporting some of their Flagship devices with Expert RAW.

If my a73 doesn't support expert raw then why does it mention it in the update notes for One UI 5.1

That's a good question.
At this stage I don't have an answer.
I can't see any official updated device list from Samsung, nor can I find others with that device running Expert RAW.

Unfortunately the A series does not support Expert Raw.
