After december security patch I have a hard time dialling USSD codes and sending and receiving calls.

wipe cache partion, it may resolved the issue.

Every update I tried wipe cache partition. Problem still exist.

I tried inserting second SIM solves this issue. But it is not normal to send and receive call unless you insert second SIM. Android 13 was more problematic than Android 12 One UI 4.1 including worse standby time and battery drain. I regret updating. Switched to POCO F3 as main phone now no issue except camera was not so good.

You can submit an error report through Samsung Members app as follows:

Step 1. Long press Samsung Members icon on Apps screen and tap Error reports.

Step 2. Tap OK on agreement popup to send system log data.

Step 3. Select Symptom category "Call/Message".

Step 4. Describe the problem in details and SEND.
