Google Discover on One UI Home is only available on Galaxy phones with One UI 3.1 (Android 11) pre-installed. Phones upgraded from One UI 2 (Android 10) to One UI 3.1 (Android 11) will not get Google Discover in One UI Home

Some flagships like Galaxy S21 series will get Google Discover in One UI Home once upgraded to One UI 3.1

joshu28 is right. Google Discover is only available on Galaxy phones that have the Android 11 pre-installed. Unfortunately, your Galaxy A10s has the Android 9 pre-installed, so naturally, the Google discovery feed will not be compatible with your device.
