the only option that will not allow a bluetooth to activate is airplane mode. did you check if the airplane mode is turned on, then you need to deactivate it for you to turn on the bluetooth feature. and if it doesnt work restart and the last option is reset factory settings or else you will be going to repair store services if none of those options works.
