Incoming calls not received and forwarded to someone else

I can't receive incoming calls and according to those people who called me someone else answered. Someone I don't know. I tried to fix the call forwarding setting under phone settings but it says failed to read data, check your sim card or network connection. How would I be able to fix this?

try to reinsertsim card. if it didn't work. the next thin to do is to call your network provider and have it deactivated by them.
