Based on previous announcements yes the Note 10+ will still get the Android 13 One IU 5 as it's last major OS update. 😊

The 10+ is forunate enough to have the 4 OS updates. Meaning Android 13 will be their last major update. As per PH market that is another question. So let's wait for their official announcement.

No. It won't get the Android 13 update. Its last OS update is One UI 4.1 (Android 12).
