App notification mismatch

See below issue. Trying to get Home doorbell app to work even if do not disturb is on but it's not working.

Notice "app notifications" says 2 apps allowed; BUT when I click in (2nd screen) it only has one app listed and that app did not override do not disturb this morning.

Thats strange. Have to tried the following:
- check the actual app settings to see that there isn't a setting that overrides the do not disturb setting
- toggle off and on the do not disturb setting
- delete and re-do the do not disturb setting
- restart phone
