Galaxy SClose contacts, then use system settings > Apps > Contacts > Storage > Clear data. Open contacts, create a new contact, and it will ask where to save it to. This becomes the new default location and it won't prompt you again unless you clear data again.
I think Samsung has broken things because there used to be a "Default storage location" option under the contacts menu > Manage contacts but it got removed at some point. That menu could be used to set a default location or to ask it to prompt you each time a contact was created.
