Mmmm from my understanding, we can block background app data.
Go to settings->apps->find the app and click on mobile data. Unpick the background app.

I was just trying to restrict data as I did in my Oneplus. But this seems a demerit point for S series

You can also try settings->connections-> data usage->allowed networks for apps. Then choose apps to only connect via wifi.
Alternatively you can use Netguard which can block all connections. It's in the playstore.

Yes, it's a permission that you allocate in the app properties. OR in the system settings ∆ connections ∆ data usage
