Every time I go to factory reset my newly bought refurbished SAMSUNG GALAXY S 10, I encounter the above warning, which appears to be a Korean law, and when I press ok, it sets up like as if it's still in Korea after manufacture, despite carrying an Australian SIM throughout the setup process, and using google translate to enable cellular to set up. How can I set up for the Australian region, and get Samsung pay to work?

Samsung pay will only work for the specific region the phone is linked to. If it's Korea, then it will only work in Korea (re:Samsung pay).

Considering it's a Korean phone, then you probably can't get rid of that warning. Dolgogi has experience in Korean phones so he may give some.pointers.

This is a reason why I only buy Australian version phones (which includes Australian warranty)

Hi @mpannek you should be able to select English language during the initial set up.

As noted by @mbckl Samsung Pay is generally region specific, at least in terms of the framework, this means you're going to be limited to Google Wallet unfortunately.

As for the rest of the phone, you can't make Australian, so to speak.
Depending on if it's Samsung Korea (KOO) or Carrier branded ( KTC: (KT), LUC: (LG U+), SKC: (SKT), it will always display certain messages when rebooting, or slightly different dialer/msg settings etc.

You may also find 5G won't work, despite using the exact same Band N78 that the Australian models originaly offered.
Certainly, I haven't had success with it here, though mine is an unlocked carrier device which could be part of the issue for me).

If you bought this not knowing it was imported, see if you can get a refund.

Change the phone's CSC (country specific code) to Australia (XSA or TEL etc).
