The files for the oneui7 update have been leaked with the optus Australia csc compatible with it, so why not just release it (Comment for the onedrive link and tutorial on how to install it because samsung are borderline braindead)

FWIW, the firmware didn't leak.
Whilst your comment about the firmware is somewhat correct, as I noted above, Samsung wont push it here until the carriers have approved it.

Vodafone hasn't done their weekly update yet today (as I write this), so not sure what the schedule is.

The international models have several firmware groups, of which the main group is OXM and includes Australia.
So while the firmware may be available in a general sense, Australia won't push it out until it's signed off by carriers.

Carriers have to checked if compatible to their network and no issues lingering around. Vodafone just published weekly updates looks like Fold5 will get it first than S23U
