Galaxy SIf hindi pa rin gagana, one thing that you can look into is your network.
Sabi mo naka postpaid ka. Yung device mo ba is locked to a network and are you using the same sim from where you get your device? If yes, then reach out ka sa network provider mo. If no, baka naka-lock yung device mo.
If hindi pa rin gumagana after all of those, then I recommend that you go back where you bought the phone or the nearest samsung service center.

Galaxy SAlso check if your number has activated Call Barring feature which disables calling and sending SMS.
To check it yourself go to Call Settings > Supplementary Services > Call Barring. Better call customer service of your network for assistance on this feature.
Also possible reason why you can't send SMS even if you are a Postpaid subscriber is because your account may have been temporarily suspended the Calls and Text services due to unpaid bills or you may have exceeded your credit limit. Better check with your customer support of your network, or better visit their service centers in malls near you so they can properly investigate your account and also see and troubleshoot your phone.
