Wifi can't be re-enabled when in flight mode

I've recently noticed a problem with my S20 ultra that I've never seen before.

When I put my phone into flight mode my wifi turns off (and always has, that is not the problem).

The problem is when I then try to turn wifi back on while in flight mode, i get a balloon message at the bottom of the screen stating "In Flight Mode" as follows:

This is particularly frustrating when I'm on flights with WiFi access, the only way then that I can access the wifi is to actually disable flight mode, which I'd rather not do on a plane!

There is no problem with bluetooth, that works perfectly, but WiFi is disabled by flight mode.

I can't find any settings that seem to force this behaviour, and it's not always done this. 

Any ideas?
