Have Your SaySettings > Apps > click the sort arrow beside "Your apps" > Show system apps > find the app > you can now disable those languages.

Just adding onto the post, if you follow the steps below, it will allow the deletion of language packs, including the SamsungTTS packs shown within the apps list.
Settings > General Management > Language packs > Delete > (select desired packs) > "Delete" button > Confirm Delete (no longer use that language for voice input, TTS or translation
