Before you try out the below recommendations as to your solution, be sure to check if your device's software and related apps are updated with the latest version. Please check how to update your mobile device's software in the following order.
Step 1. Go to Settings > Software update.
Step 2. Tap on Download and install.
Step 3. Follow the on-screen instructions.
Step 4. Restart you device.
If you encounter an unexpected issue while using your Galaxy device, try submitting an error report through the Samsung Members app. Attaching a log file will help greatly in analyzing the cause of the issue. After analyzing the log file and confirming the cause of the issue, we will send a response through Samsung Members.
Send an Error Report
1. Launch the Samsung Members app, and then tap the Support icon for more options.
2. Scroll and select Error reports.
3. Choose a category of your concern. (Camera)
4. Choose the frequency of the issue you are experiencing. Enter issue details or attach a video or screenshot. Then press Send icons to complete the report.

Reset the camera app.
Open the Camera app > and then tap Settings > Swipe to and tap Reset settings, and then tap Reset.
Clear the Camera App Data and Cache.
Open Camera App Icon > Press the "i" button, scroll to Storage > press "Clear data" and "Clear cache".
And if the issue remains, you may bring your device to the nearest Samsung Authorized Service Center in your area. OthersI encountered this too on my A24. Flashlight works but not working on any camera apps. Really annoying when you suddenly need it.
I solved it by force stopping the original camera app, clearing the data, dan restarting my phone for good measure. I does it after contacting support about something wrong and reading the moderator reply on this post.
I thought my phone was broken on something when reading the support reply, I'm glad it's a camera app bug.
