Try this one and see if it's still failing. If it's still failing, try swapping other sim cards in your phone and see if messages aren't still sending, it may be a problem in your sim.
If it's just your stock Samsung Messages app, I suggest you clear everything from its data and cache, force stop it (make sure you have back up your messages). Last resort is to factory reset if everything else fails.
