It is strange to me because when you said the notification is OK during your visit to Samsung center.

Why not try with different SIM card (different Telco) or visit some cafe by using their Wi-Fi? Friend/ family hotspot also can.

Get their advice on what to do is the best choice and don't just let them fix the problem. Else if the problem occur back again and again, is not a good sign.

you may check if the Wechat app is put into deep sleep.

go to:

settings > battery n device care > battery > bground usage limit > remove wechat from the list

or:

press and hold the apps > click ⓘ > battery > choose 'optimised' or 'unrestricted'

you may also opt to reinstall it if possible.

tell me when it worked.

Wechat:
1. Settings > Manage Notifications. Check whether have enable.
2. Individual / Group chat > 3 dots at right side > Mute notifications (check whether this have turn on/off).

Handphone:

Go to your Wechat account click General and go to storage
Can you see what happen to your wechat account storage?
