The answer is True if the device has a Multi Window Function optimised through Android Pie (see this Samsung Page - https://www.samsung.com/uk/support/mobile-devices/how-to-use-the-multi-window-function-in-android-pi...). This additional Samsung Page here: https://www.samsung.com/uk/support/mobile-devices/what-are-multi-windows-and-how-do-i-use-them/ also suggests that it is 'true', although if one were to consider semantics of 'all Galaxy devices' in the history of Samsung then it is possible that earlier devices were not yet fully optimised for this feature. Though now that is not the case.
