on the message app itself, dunno. hopefully they will. I know sammobile just put out an article that they were going to start updating the emoticons separately from system updates.
that's up to the provider. I have TMobile and Samsung messages has RCS, but it only works between other Samsung's on TMobile that have RCS turned on. switch to Google messages because they released the universal RCS and it will work cross carrier.
