I'm not sure if the multi-window feature has always natively worked like this because I usually use Good Lock's MultiStar app, but I'm not pleased with it right now.
When I'm using multi-window, and want to add a different app from the app drawer to the secondary (bottom) window, it instead opens in the primary (top) window. Then I have to close multi-window completely and open the apps I want from the recent apps.
Anyone else having this multi-window problem or just me? Hopefully this will all be a non-issue when Samsung's Good Lock updates to Android 10.
I'm hoping either Samsung follows the good lock style of multiple window. and the little tab you could put between the windows that switched top and bottom are closes it. or good lock completely updates to be fully usable again
