yes. I also happen to hate the home transition animation. even with animation turned off in developer settings, it's still does it. and it is god awful. not snappy at all.
it also does it on the Pixel 3 I have, so I know it's just straight up how the software is.
Please try clearing the system cache and rebooting your device.
