"Never Sleeping Apps"

I just wanna know why does some random apps goes into "Never Sleeping Apps" option automatically even though I don't set them to go there. The app is a messaging app called "Brief" (I use it to securely communicate) and its set to optimized in the battery section for the app, but randomly maybe 3 times a month it would be in "Never Sleeping Apps" option. 

PS the app is a US developed, and use by the Military so it's not a malware or risky app to use. This also began after the July Security Update, the reason why I'm asking this now coz it's getting really annoying and it happens twice or thrice, plus the stock camera app and stock calculator is joining the Never Sleeping Apps randomly happened once this month.

Manually removing the apps that were from sleep/deep sleep will move it to the never sleep list. This also ties in with the Restricted, Optimized, and Unrestricted settings deep within the battery settings of the app, keep this in mind.

Welp I did that already, even did a "Safe Mode" restart. It's quite annoying, coz I can't find the reason or cause why it's happening, I'll only find out about it when the battery is having an abnormal drain, (normal YouTube or Netflix would drain 10% after 1 hour and 13 minutes of watching at 35% brightness and 90hz turned on). Like a while ago I lost 4% in just 10 minutes of watching YouTube videos, when checked the "Never Sleeping Apps" Brief app will be there.

Try wipe cache partition.

Yep did that too, after major or security patch updates I'll do a clear cache partition and fix the apps option (can't remember the exact name).

That's what Samsung Support advised also, but dang this started the July patch so dunno why they haven't fixed it. Welp it's not device breaking just a nuance coz it randomly happens and I just hope it wouldn't happen when I'm a pickle. It can be removed in a second though but only if I caught it.

Welp thanks for the replies and advice though, it's funny that a week ago I had my device repaired (back panel separated from the frame IP adhesive worn out) and they did the device health check thing they are talking about and the device passed every test.
