Thanks for bringing up this issue here on how to enable the option to use the Samsung Galaxy S22 Ultra Toolbar to your Samsung Galaxy Tab S8 Ultra Samsung Notes.
You may follow the below step-by-step instructions.
First, ensure that your device is up-to-date with the latest Software updates.
Settings > About Phone > Software Updates > Download and Install > Follow On-screen instructions.
Enable device series connectivity.
Step 1. Disconnect or disable both devices in the Wi-Fi & Bluetooth connections from same Wi-Fi router.
Step 2. Enable and connect only the Samsung Galaxy S22 Ultra to the Wi-Fi router.
Step 3. Enable Mobile Hotspot of Samsung Galaxy S22 Ultra and establish the connection of your Samsung Galaxy Tab S8 Ultra through the mobile hotspot of Samsung Galaxy S22 Ultra.
Step 4. Switch the screen from dark to light mode of your Samsung Galaxy S22 Ultra.
Step 5. Wait for 5 minutes and check for the options and icon to appear.
