Hi, my security patch level is July but I received another July update today. Is this normal? Should i wipe cache partition after update? Or wipe partition only of there is bug/issue?

Yes it's normal, sometimes they can roll out another update aside from the security patch. It can range from a bug fix, an optimization, or a new feature added.
