Samsung Frame (2021) QA75LS03AAWXXY (latest firmware: T-NKM2UABC-2001.3, BT-S), Intel NUC 7th Gen NUC7i3BNB (Latest drivers: Intel HD Graphics 520 30.101.3113), Ultra High Speed 2.1 HDMI cable (brand new, certified, Latest HDMI drivers: 1.77.93).

Windows 10 (21H2), Intel Graphics Command Center, resolution 3840x2160
Issue
When I go to Windows Display settings and enable HDR, the screen flashes with white highlights a couple of times a second when at 60Hz. It doesn't completely go white, just flashes or flickers to very high brightness for a split second; mainly around the edges and on lighter areas of the screen. If I reduce the frame rate to 30Hz or 24Hz, the flashes only happen every minute on average. It is only affecting the signal coming from Windows 10 as if I have the TV menu open, the menu is not affected by the flickering.
What I have tried
Updated every firmware I could, restarted TV and PC many times. Changed many TV and Windows settings, including in the Intel Graphics Command Center. I have factory reset the TV, uninstalled the Windows graphics driver and reinstalled the latest. I have tried multiple "High Speed with Ethernet" HDMI cables I already had which can all do 4K 60Hz fine. I also purchased a certified HDMI 2.1 1.5m cable today.
I needed to go into the TV settings General - External Device Manager - Input Signal Plus and enable HDMI port 1, in order for the Windows HDR switch option to become available.
When I turn off HDR in Windows Display settings, the image is good at 4K 60Hz; everything works. However when I play 4K HDR videos through Kodi or VLC Player, the light scenes are washed out.
I have also tried the TV option of Support - Device Care - Self Diagnosis - Signal Information where it tries to solve the issue by turning off Input Signal Plus.
If I lower the Windows frame rate to 24Hz and have HDR enabled, I can play a HDR movie and it looks fine and appears to have HDR working, it's just that the flashes continue to happen occasionally.
Any ideas? I can't really find anyone else having the same issue as most others have a black screen flickering issue but I don't have it. The image on the TV is always visible, it just constantly flashes a white bright highlight on the image that is currently on the screen.
