Ununderstandable One UI 7 beta service policy

While Samsung is offering One UI 7 beta software to their older devices, why doesn't Special Edition or Fan Edition users get the opportunity to test beta software? 

Large user count does not imply good feedback, and Samsung needs to accept user feedback on more devices. This is especially essential when the official update is quite delayed and many users are dissatisfied. 

Most users cannot understand these points.
