Am I the only one experiencing this?

I have a Galaxy S9, I handed it to my son for him to keep after I got my my new phone, but he's saying that it keeps randomly showing a pop-up for the 'latest chat features'. I decude to put the phone number and press Continue, but its there the next day. That day I press the Skip button, but the next day, there's my son, complaining about the pop-up again. Am I the only one who gets this, and is there a way to stop it? This started a few months ago, and I finally decided to post about it.

It happened when I changed my SIM for my son, he had an old one, but it had corrupted and had kept saying that it was not fixed in the slot properly, so I bought a new one. But now this pop-up comes up every time I turn it on
