According to anecdotal reports, yes, the S21 series will be the oldest model to get it, but you can probably expect many of the AI additions to be basic versions or not included due to it lacking the processing power needed, like in One UI 6.

Not for a while. Probably around October/November for newer models once beta testing is done. One UI 6.1.1 will roll out first, likely starting this month which has quite a few changes.
