Smart Tag sharing across devices

I am trying to set up my Smart Tag and to give access to my spouse. 

The device appears in my spouse's Smart Things but says she can't access location. For some reason I am unable to find a setting to add members anywhere in my SmartThings.

For the life of me cannot figure out why
