I would like Samsung to implement a new simple feature to allow users to pin a notification by holding your finger on the notification, like how you can silence or turn off notifications via swiping the top of the screen down to view the notifications. And then choosing the pin icon to pin the notification until you open it.
That way then if there is an important notification that you want to follow up on but you don't have the time to open it. You can pin it, which would also prevent the "Clear All" button from clearing pinned notifications automatically.
