It's not possible. One UI 4 isn't available for your old device. A One UI custom rom isn't even available for it.

Unfortunately, the Samsung J7 Core only has 2 OS updates, so One UI 1.0 (Android 9) is the last OS update for the J7 Core. It came with Android 7.0 Nougat. If you want One UI 4, install a custom ROM (which is very risky) or get a new phone.
