Can't make call with Google Assistant when phone is locked

I can't figure this out. What is the point of an assistant for hands free dialling if it asks you to unlock first? 

Is there a setting so the assistant acts like Siri and makes calls when my phone is locked?

Note using Google assistant while phone is locked can be done but whether making calls is one of the possible actions, I don't know.
