Your connection to a cell tower is handled by software called Access Point Name. Google Telstra APN settings. On phone go to Settings and search for the full phrase Access Point Name. Compare the two, update phone with 100% accuracy e.g. caps, spaces. Keep a separate record of your current settings on paper in case you want to revert.

Calls and messages are coming through on your wi-fi calling setting or partially correct APN setting.

Everything is correct, it's like the phone isn't being allowed to talk to the tower at all

One further thing to try, when updates occur they replace software in caches for each app. Sometimes the over-write doesn't delete existing content in the app and that creates a bug. The solution is to delete the cache content and the cache content in Google Play Services.

I am sorry I don't know which app is the one, perhaps another member or Google can help.

To clear a cache you go to Settings, scroll to Apps, possibly use the menu in the three dots at top right to show system apps, scroll to the app, open it, scroll down to Storage. Clear cache. Restart.

Note if you choose the wrong app you wipe the settings for that app. I am presuming that backups contain cache content so before starting do backups. Go to Settings, scroll to Accounts and backup, backup both Samsung and Google as they do slightly different things.

Another thing to try is to borrow another provider's sim card from a friend for a quick test. If it works then you know it is still the APN settings or a setting in your phone rather than hardware.

Yet one more comment. Check the web searching instead for "Telstra APN settings 5G" in case they are different. They were at one time but I thought they had changed to one APN option. I know it is annoying but please update me if successful.

I don't have any other suggestions other than testing your sim card in another phone. If you are getting a temp phone there are some really cheap, meaning around $150 but if trying the same sim card check sim card size, or buy secondhand cheap, noting you will have to port your number back and forth. Could be a faulty sim card or double check it is installed correctly even going to the extent of using a white rubber on the points if you moved it from another phone. My priority would be testing another sim card on the same network but you have probably tried that already.
