Is there a way to turn off the camera shutter sound of a Korean variant Note 20 if it will be used in a different country?

I believe you cannot, I remember reading an article that mentions a law in Korea that mandates or requires all phone manufacturers, to have their devices to make a shutter sound (whether the device is set to mute or not) when taking a photo or video for privacy reasons..

Unfortunately not, coz your device is a Korean model, and that shutter sound is built into the software to always chime whenever you take a photo..
