I have got intermittent issues with display where it turns into faded, discoloured, patchy, washed out. I have tried all the steps given by Samsung but it hasn't fixed the issue.
It mostly occurs on hot days, when phone is hot, using while charging, watching videos or when screen is hot.
It also drains lot of battery due to increased device heating up.
Upon looking on the internet, a lot of Samsung Galaxy Note 8 and Note 9 users reported this issue proving it to be generic in these particular models.
I believe so too. It was right when I was about to finish warranty and after installing updates that it started only rarely but now increased to most of the times.

I suggest sending an error report via the Samsung Members app for this to be investigated. Error reports are sent to our team to identify any deviations in your device performance, once analysed, our team will get back to you with a response to advise further.
To send an error report:
Samsung Members > Get help > Error reports > select issue category > describe issue and frequency > Tick ‘send system log data’ > Send in top right.
